Preliminary Step

This step is only for a claimant (or partner) in receipt of Universal Credit. If this does not apply to you, please go straight to Step 1.

Step 1: Rent

This section requests rent details for a Housing Benefit Claim. Please go straight to Step 2 if you are on Universal Credit or just want help with your Council Tax bill.

Enter your actual "contract" rent. Warning - excessive amounts may be restricted for claim purposes. Charges for services such as meals and heating cannot be included.

Select the "rent period" (how often the contract rent is paid). Fortnightly and monthly figures are automatically converted to weekly amounts.

Enter the number of rent free weeks in your rent year, if any. Council tenants often have 2 or 4, so check with them if you are not sure.

Is your property rented from a RSL (a housing association, Council or similar) and 'under occupied' because of spare bedrooms? If you are below State Pension age (see Step 3), the rent eligible for your Housing Benefit is reduced by 14% if your accommodation is considered to be 'under occupied' by one extra bedroom and 25% if you have two or more spare bedrooms. There are various exemptions from these cuts, so please contact the Council for further advice. If your property is not rented from a RSL please select "No Spare" in the box.

If you rent from a private landlord (rather than from a housing association or similar) please enter your weekly Local Housing Allowance. Weekly LHA rates are on the local council's website - they depend on the area and the number of bedrooms appropriate for the claim. N.B. the Shared Room Rate will apply to your claim if you are under 35 and single.

Step 2: is no longer applicable

Step 3: General

This section asks for some general information about you. If you answer "Yes" to the first question you can skip all the income questions (steps 7 to 11) because your income will be entirely disregarded for the purposes of this calculation.

Are you (the claimant) on Income Support, Income-based Jobseeker's Allowance, Income-related Employment and Support Allowance or Pension Guarantee Credit?

Are you single or living with a partner as a couple ?

Enter your age (or the age of the oldest person in a couple)

Have you (or your partner) reached State Pension Credit age ? This can make a huge difference to your claim, so check on www.gov.uk/state-pension-age if in doubt. Presently people qualify for the State Pension on their 66th birthday.

If you (or your partner) have reached State Pension Credit age then which State Pension Age date attainment category in this list describes when SPA was first reached by you and / or your partner ? The answer can make a huge difference to your claim.

Step 4: Capacities and Disabilities

Use this section to tell us about any work capacity / health / disability issues or carer functions that apply to you and/or your partner. If this does not apply to you, please go straight to Step 5. Should you be one of the few Permitted Work earners (on the higher monetary limit) then you are likely to be awarded substantial benefit so do apply asap. Be sure to enter any Employment and Support Allowance payments when completing Step 8 as other unearned income.

If applicable, enter your (the Housing Benefit claimant's) Employment and Support Allowance details for ESA Phase, ESA element and ESA component.

Now please enter your partner's Employment and Support Allowance details for ESA phase, element and component, if applicable.

Is this a new claim for Employment and Support Allowance, dating from after 4th April 2017 ?

if one of these qualifying conditions describes you, or your partner:-
You get Attendance or Constant Attendance Allowance, Disability Living Allowance, Personal Independence Payment, Invalid Vehicle Scheme or Motability, War Pensioners' Mobility Supplement, Severe Disablement Allowance, Incapacity Benefit (paid at the long term rate) or you are registered blind (or regained your sight in the last 28 weeks)
Or you (the claimant only) have been off work sick for at least 52 weeks (or 28 if terminally ill) with medical evidence / sick notes

Do you (or your partner) get the highest rate of the DLA care component or the PIP enhanced rate daily living component ?

Do both of these two statements apply to you ? (only answer "yes" if both of them apply)

You (and your partner) get the care component of DLA (middle/high rate) or the PIP daily living component or Attendance / Constant Attendance Allowance (or your partner is blind and you get one)
No other adult lives in your home except your partner, other than disabled persons, your carer, landlord or other tenants.

Is anyone claiming (or entitled to) a Carer's Allowance for looking after you or your partner, or both of you ?

Does the person who is disabled or on ESA (you or your partner) work an average of 16 hours or more a week ?

Are you, your partner, or both of you, being paid (or entitled to be paid) a Carer's Allowance for looking after someone ?

Step 5: Children and Young Persons

Use this section to let us know the details of any of your children and young persons for whom child benefit is paid.

How many children aged under 16 do you or your partner receive child benefit for?

How many young adults aged 16 to 19 years old do you or your partner receive child benefit for?

Is this a new claim for Housing Benefit / Council Tax Support dated from after 30th April 2016, or was your first child born after that date ?

Is this a new claim for Housing Benefit dated from after 5th April 2017, or has a new child joined your household since that date ? [ A Yes to this question triggers the '2 child limit' for new Housing Benefit claims. To some extent this restriction is governed by the child tax credit rules, which appear to lift the HB '2 child limit' where Child Tax Credit has been claimed for 3 or more children. If you believe this to be so then select No or seek advice. ]

How many children included above are disabled and receiving DLA or a PIP or are registered blind?

How many of those children are getting DLA (highest care rate) or the enhanced rate daily living component of a PIP ?

Step 6: Single Lone Parent

You only need to complete this section if you are a single lone parent. If this does not apply to you please skip this step.

Have you been receiving Housing Benefit /Council Tax Support without a break since 5th April 1998?

Step 7: Earnings

This section relates to your earnings details. As mentioned at Step 3, go straight to step 12 if you are on Income Support, Income-based JSA, Income-related ESA or PGC. Please provide figures for the claimant (and partner). Include average earnings from employment and self employment. Be sure to enter weekly and monthly figures in the appropriate columns only.

Step 8: Unearned Income

Use this section to detail any Unearned income figures for you (and your partner). Please make them weekly.

Rent from non-family sub-tenants (meals not included). Do subtract a £20.00 disregard from the weekly rent received from each one.

Income from non-family boarders (meals included). Do subtract £20.00 from each one.

Maintenance received from a former partner ? Child support/maintenance payments are disregarded so do not include them.

We do not count War Pensions, charitable payments or payments made as a result of personal injury as income. Do not enter them below.

Unearned income from all other sources each week. This should include Universal Credit, Retirement Pensions, monies from annuities, Incapacity Benefit, Maternity or Carer's or Severe Disablement or Contribution-based Jobseeker's or Contributory Employment and Support Allowances. But do not include any Child Benefit, Tax/Pension/Return to Work Credits, interest on savings or Attendance, Disability Living, PIP, Mobility and Fostering Allowances or Community Care Payments.

Step 9: Savings

Use this section to tell us about any savings, investments and other assets that you (as the claimant) and your partner have. You cannot qualify for any Housing Benefit if you and any partner have £16,000 or more in savings and investments. The home you live in and personal possessions do not count.

How much is the total value of all cash, savings, bank deposits, ISAs, building society accounts, Unit Trusts, Tax Credit arrears etc. and all "liquid assets?

How much is the total value of "fixed" or non liquid assets and investments - including shares, buildings and land (but not the house you are living in)? Deduct 10% of the value to cover cost of sale.

Step 10: Childcare

Use this section to tell us about your eligible childcare charges (up to £175 p/w for 1 child or £300 for more) and student expenses. Charges for registered or approved childcare can be deducted from the income of couples or lone parents in remunerative work or on Statutory Sick, Maternity, Paternity or Adoption Pay or a similar benefit (up to 28 weeks).Each parent must be working at least 16 hours a week - but couples still qualify if one works and the partner is incapacitated, in hospital or prison. N.B. costs of childcare in the child's own home by a close relative are excluded.

Enter the weekly childcare charges paid. Children count up to the September following their 15th birthday (or 16th if disabled).

Enter the weekly student loan or grant contribution which can also be set off against claimant (and partner) income.

Step 11: Tax and Pension Credits

Use this section to tell us about any Tax and Pension Credits. This is income from the government that nearly everyone receives. It gets added to claim income.

If you do receive them, enter weekly Working Tax Credit and (unless you or partner have reached State Pension age) Child Tax Credit here.

If you already know your Credits then enter your weekly Pension Credit figure here.

If you are not being paid any Credits, you can skip the rest of this step. But if you want an auto estimate please "check" this box. You may need to complete the extra details below.

Between you and your partner, how many hours are you working in an average week? Only select "24 to 30" if one of you is working 16 hrs or more a week.

Step 12: Non Rent Paying Adults

Use this section to tell us about other adults who live with you but pay no rent (often grown-up children). Do not include your partner, students or members of the armed forces away on operations. These so called "non-dependants" are assumed to be contributing to the household income so a deduction is made from any benefit for each one. You will need to enter the number of non-dependants in each of these income categories separately (working non-dependants may now be receiving Universal Credit as well). Please skip this step if you (or your partner) are disabled due to blindness, or are receiving a DLA care / PIP living component or Attendance Allowance has been awarded.

How your benefit is worked out: If the total applicable amount is higher than net weekly income, maximum benefit is awarded. But if net weekly income is higher than the total applicable amount , 65% of the "excess income" is deducted from maximum Housing Benefit to find the award.
